During the Kaihuang era, as the Great Sui dynasty rises, Emperor Yang Jian establishes the Jiejian Bureau, a secret agency tasked with unifying the world. When a tribute convoy from the Kingdom of Khotan is ambushed and massacred on a snowy night, Second Commander Feng Xiao of the Jiejian Bureau is dispatched to investigate. His investigation leads him to the frontier settlement of Liugong City, a place where various martial arts experts are converging. There, he encounters Cui Buqu, an ailing but brilliant Daoist from the rival Zuoyue Bureau, and their paths intertwine as they both pursue the truth behind the massacre.
