Twenty-two years prior to the story, a seismic event caused the Yokohama district to separate from Japan and become the "Lost Ground." A portion of the population born in this new land developed unique powers, manifesting as "Alters," machine-like extensions of their will. These Alter Users contributed to the chaos of the Lost Ground. To maintain order, the organization HOLY was formed, employing its own Alter Users to police the region. Amidst this setting is Kazuma, a powerful Alter User primarily concerned with himself and an orphan girl named Kanami, who finds himself caught between HOLY and other Alter Users who seek to dominate ordinary humans.
