In a dying, post-apocalyptic future, humanity huddles in large domed cities surrounded by snow and wasteland, and wolves are believed to have been wiped out some 200 years ago. In truth, a few survived by casting illusions that make them appear human, blending into society. An old legend holds that when the world ends, a gateway to Paradise will open, and only wolves will be able to find it. Kiba, a proud lone white wolf who sees the legend as his only reason to live, follows the intoxicating scent of the Lunar Flowers to Freeze City, a poor town ruled by the callous Lord Orkham. There he crosses paths with three other wolves living in disguise: Tsume, who leads a gang of young thieves; the easygoing Hige; and the young Toboe. The scent leads to Cheza, the Flower Maiden, a mysterious girl kept in suspended animation in a laboratory.
