Zen Seizaki, a public prosecutor at the Tokyo District Public Prosecutors Office, begins investigating a case of illegal clinical research involving a pharmaceutical company and a university. During his investigation, he discovers a file belonging to anesthesiologist Shin Inaba, which contains unusual evidence: blood mixed with hair, skin, and a paper marked with the letter 'F'. As Seizaki delves deeper, he uncovers a hidden plot that appears to be connected to a major election and a powerful figure orchestrating events.
