Panty and Stocking, known as the "Anarchy Sisters," are two angels who have been expelled from Heaven due to their misbehavior. They are sent to Daten City, a place between Heaven and Hell constantly threatened by evil spirits born from human desires. Under the guidance of a priest named Garterbelt, their mission is to exterminate these ghosts to earn "Heaven Coins," which will allow them to return to Heaven. However, neither angel takes her duties seriously: Panty is obsessed with sex, while Stocking is addicted to sweets. They use their lingerie, which transforms into weapons, to fight the ghosts.
