In the near future, a powerful East Asian nation collapses, leading to a refugee crisis. Over two million refugees flee to Japan, where they are confined to an artificial island called "The City." This area quickly devolves into a slum plagued by crime, starvation, and human trafficking, creating high tensions with mainland Japan. Hida Riku, a new ACAT member, is partnered with Akagi Mika, a veteran sniper known for her daring tactics.
