Synopsis

The universe faced a catastrophic threat 3.8 billion years ago due to an out-of-control intelligence. To prevent such an event from recurring, an organization known as the 'Whole Space Management Bureau' was established by intelligent beings across the cosmos. This bureau is tasked with monitoring and controlling all intelligent life forms throughout the universe. For the past three million years, Earth has been under surveillance by this organization. This oversight is carried out secretly through entities called 'dispatches,' which are clones of humans.
