In a fantastical world, two young men named Seki and Hai work for the government, investigating unusual incidents. Seki is sociable and agreeable, while Hai is serious and strong-willed. Together, they encounter bizarre cases, such as individuals with butterfly birthmarks, a girl raised in a slum church, an orphan searching for a song, and a one-eyed boy who can stop a street clock. Their investigations often involve fulfilling the broken wishes of the city's inhabitants, a place filled with both wonder and dreams.
