In Japan, an organization known as the "Sexual G-Men" is established to combat the declining birth rate. They identify men who have lost interest in sex, dubbed "Panda Guys," believing this trend is detrimental to the nation. The all-female G-Men monitor these individuals and intervene to help them overcome their psychological barriers to intimacy. The narrative begins with operative Mariko, who is assigned to the case of Watanabe Eita, a police officer who has abstained from sex since a past relationship ended.
