In the mid-21st century, Tokyo's expansion into Tokyo Bay leads to disaster when a massive earthquake causes the landfill to liquefy. Self-Defense Force Rescue Squad Four is deployed to the newly-formed urban area for aid. During their mission, they uncover a conspiracy of murder and destruction. The squad is nearly wiped out, leaving only two survivors: the determined Rei and her composed partner Uozumi. They find themselves fighting for their lives as they navigate the aftermath of the earthquake and the unfolding mystery.
